L’iter di approvazione del Progetto preliminare e del Progetto definitivo di TEEM è stato caratterizzato da un dialogo e confronto continuo con il territorio e con le Amministrazioni locali. Tra il 2005 e il 2007 il cammino delle attività di progettazione dell’opera subì una battuta di arresto, dovuta alle posizioni contrarie verso la nuova opera espresse da alcuni Comuni. I timori principali erano riconducibili all’impatto che l’infrastruttura avrebbe riservato nei territori direttamente interessati dai lavori. Al fine di risolvere la situazione, il 5 novembre 2007 Regione Lombardia promosse la firma dell’«Accordo di programma per la realizzazione della Tangenziale Est Esterna di Milano e il potenziamento della viabilità dell’Est Milanese», importante documento sottoscritto – oltre che dallo stesso Pirellone – anche dalle Province di Milano e Lodi, dal ministero delle Infrastrutture e dei Trasporti, da Concessioni Autostradali Lombarde SpA, da Anas SpA e dai rappresentanti dei 64 Comuni interessati (direttamente o indirettamente) dai lavori di realizzazione di TEEM.

Obiettivo di quest’accordo era la definizione, in maniera compiuta e condivisa, del tracciato autostradale della nuova infrastruttura, delle opere connesse nonché del nuovo quadro della mobilità dell’Est Milanese, della Brianza e del Nord Lodigiano. Il documento, inoltre, prevede – a cura degli Enti competenti – anche interventi sulle opere stradali e ciclabili. L’Accordo di programma è il risultato di centinaia di tavoli di lavoro con il territorio finalizzati alla creazione di un consenso sull’opera e alla continuazione di un percorso di condivisione di tutte le fasi operative con i soggetti toccati dalla realizzazione delle opere.

Grazie all’impulso di TEEM all’economia del territorio, ai miglioramenti di una rete viabilistica moderna e scorrevole per l’ambiente e all’incremento dei posti di lavoro di cantieri e successiva gestione dell’opera nel corso degli anni, il territorio può beneficiare di un intervento correttamente inserito nell’area di riferimento, condiviso e al servizio della sempre maggiore domanda di spostamenti rapidi e sicuri in tutta l’Area Metropolitana.
